Urban Stormwater Fees: How to Pay for What We Need

On November 15, 2016, the Environmental Commissioner of Ontario released a report entitled Urban Stormwater Fees: How to Pay for What We Need.

Stormwater management aims to control the quantity and quality of water from rain and snowmelt that runs off overland and through storm sewers, to reduce flooding, erosion and pollution. However, most Ontario municipalities do not have adequate funding models in place to properly manage stormwater.

The report includes a series of recommendations including cost recovery, preparation of asset management plans for grey and green stormwater infrastructure, support for municipalities in the implementation of stormwater fees, and review of Ministry of Environment and Climate Change policy initiatives related to stormwater management.
